I wouldn't say the NFL hates the Detroit Lions. What I would say is that they do at times appear to have either an unofficial or subconscious preference for certain teams/organisations(NFC East teams, Green Bay, Pittsburgh, New England).

If anything that would be because refs are human and when teams are good I can imagine situations where as a human you can think "they couldn't have possibly made a mistake". It's just about respect and the Lions will not be respected until they start winning.
I will never believe that a team (the ones you listed) consistently wins or consistently loses (Lions, Browns, etc) over the course of years because of a subconscious advantage in officiating being the deciding factor. The lions lose over the course of years because of bad coaching and bad talent acquisition.
